The USCIS service centres

Service centres adjudicate on paper, at national scale — tens of thousands of decisions a quarter against a field office's few thousand. They carry most of the backlog, and they are reported separately here for that reason.

Why these carry no letter

A grade only means something against a peer group. USCIS runs a handful of service centres, which is too few to describe a distribution — with six peers, a letter would be an opinion dressed as a measurement. Their figures are published here in full, and the grade is withheld rather than invented.
