The UK government has confirmed a series of initial immigration reforms that will come into effect in just three weeks — on July 22, 2025 — marking the first phase of its broader plan to reshape the UK’s immigration system.

These changes follow the release of the new Immigration White Paper, which outlines a strategic pivot away from overseas recruitment and toward developing a skilled domestic workforce.

Key Changes in the First Phase of Reforms

The new measures are designed to tighten controls, raise standards, and reduce overall migration numbers. Highlights of the upcoming changes include:

  • Raising the skills threshold for the Skilled Worker visa, leading to the removal of 111 roles from the current list of eligible occupations.

  • Abolishing the overseas Social Care Worker visa route, which previously allowed foreign care workers to be recruited to support the UK’s aging population.

  • Limiting access to below-degree level roles, which will only be available through a time-restricted immigration salary list and a temporary shortage occupation list.

These adjustments will significantly alter the landscape for employers, applicants, and sectors previously reliant on overseas workers.

Government’s Vision: “Restore Order to the System”

Speaking on the reforms, Home Secretary Yvette Cooper stated:

“We are delivering a complete reset of our immigration system to restore proper control and order after the previous government allowed net migration to quadruple in four years. These new rules introduce stronger controls to reduce migration, restore order to the system, and focus on investing in skills and training within the UK.”

She emphasized that the UK’s future immigration policy will prioritize skills, contribution, and integration:

“As part of the Plan for Change, we aim to develop an immigration system that supports the needs of the British economy and its people — one that values skills, addresses exploitation, and ensures that those coming to the UK make a genuine contribution.”

What’s Coming Next?

Beyond the July reforms, the government has signaled several additional changes likely to roll out by the end of 2025. These include:

  • Increased Immigration Skills Charge for employers sponsoring foreign workers

  • Stricter English language requirements across visa categories

  • Introduction of a new family migration framework, set to be laid before Parliament

In the meantime, the Migration Advisory Committee (MAC) will undertake a full review of the temporary shortage occupation list, including salaries, benefits, and long-term sustainability.

What It Means for Migrants and Employers

These reforms signal a major shift in the UK’s immigration policy — with a clear intent to limit lower-skilled migrationwhile raising barriers for employers and tightening eligibility criteria.

  • Migrants planning to apply for UK work or care roles should immediately reassess their eligibility.

  • Employers in sectors such as healthcare, social care, hospitality, and construction should prepare for a reduced pool of overseas candidates and invest in domestic training strategies.
